Telasera is the best local VPS host I have used.

... more than happy with the performance of the VPS and service I have received from Telasera, the cheapest host with servers in Cape Town I have found and the performance has been since day one excellent, they don't lie when they say they don't oversell (unlike most cheap providers).
Even without the discount I got from the coupon I will still highly recommend Telasera, as their normal prices are still very good.
I have had NO DOWNTIME that I can recall and I'm too lazy to check.
